The Prison Rape Elimination Act or PREA is a federal law designed to eliminate sexual abuse of people in custody. But despite the fact that Texas has more prison facilities with higher rates of sexual assault than any other state, Texas Gov. Rick Perry stated that Texas would not comply with PREA’s standards.

Lambda Legal represents Passion Star, a black transgender woman incarcerated in a Texas Department of Criminal Justice (TDCJ) male facility.  Despite her repeated pleas to TDCJ officers for help, she has been repeatedly raped, beaten, slashed in the face with a razor and forced to sit in isolation for more than 100 days.

Instead of callously denying Passion and other incarcerated people their right to protection, or threatening them with solitary confinement when they complain of abuse, the state of Texas should end sexual violence in its prisons and jails.
