- 2000 Anti-marriage bill adopted. A right-wing group filed a measure with the state to begin collecting signatures for an anti-marriage ballot initiative, much like the discriminatory anti-gay measure struck down by the U.S. Supreme Court in 1996. The legislature rejected a similar measure in 1999. Senator Marilyn Musgrave (R) introduced her anti-marriage bill, SB45. Passed the Senate, House, and signed by Gov. Bill Owens (R). See Colo. Rev. Stat. § 14-2-104.
