Bill Musser, 48, and Otter Dreaming, 49, of Decorah, have been together for over five years. Bill plays in a Scandinavian old-time dance band and Otter is a church organist. They are licensed foster parents and someday hope to adopt a child. They want to marry because they want their family to have access to the protections marriage provides.
