July 25, 2013

(Dallas, TX, July 25, 2013) – Lambda Legal announced that it has hired Paul Castillo as staff attorney in its South Central Regional Office based in Dallas.

Prior to joining Lambda Legal, Castillo enforced federal civil rights statutes for the United States Department of Education, Office for Civil Rights (OCR).  As regional civil rights attorney for OCR, Castillo ensured equal access to education for students at elementary and secondary schools, colleges and universities.  He handled a number of bullying and harassment complaints filed on behalf of LGBT students and obtained comprehensive agreements to eliminate sexual and gender-based harassment on campus, remedy their effects and prevent recurrence.

"I am excited to join Lambda Legal at such a historic time for LGBT civil rights," Castillo said.  "The decisions of the Supreme Court in Windsor and Perry build on the momentum of landmark cases won by Lambda Legal, and I am honored to work with such esteemed attorneys to win and defend equality for all – regardless of sexual orientation, gender identity or HIV status -- in every aspect of life."

Castillo's successful efforts to eliminate sexual and gender-based harassment on campus while at OCR prompted the Texas Association of School Boards to add language to its model school policy to clarify that harassment based on a student's failure to conform to stereotypical notions of masculinity and femininity is prohibited by Title IX of the Education Amendments of 1972.  As a result, many school districts across Texas adopted the revised model school policy for the 2012-2013 school year.

"Paul has impressive legal experience, a very significant track record of accomplishments, and a powerful commitment to furthering civil rights. We are very excited to welcome him to Lambda Legal and delighted to have him join Supervising Senior Staff Attorney Kenneth Upton in our Dallas office," said Jon Davidson, Legal Director for Lambda Legal. "Having such a talented and experienced civil rights litigator join our team is sure to advance Lambda Legal's work securing full equality for all."

Before joining OCR, Castillo was a lawyer in private practice in Ohio and was named a "Rising Star" by Ohio Super Lawyers in 2009 and 2010.  He also regularly participated in legal aid clinics to deliver pro bono legal services to underserved and impoverished communities in northeast Ohio.  Castillo is a 2006 cum laude graduate of Cleveland-Marshall College of Law, where he served as president of the moot court team and the Hispanic Law Student Association.  He received his undergraduate degree in speech from the University of Texas at Austin, and is a member of the state bars of Texas and Ohio.
